PayPal has amended its Terms of Use to state that customers may not charge a fee for accepting PayPal. The action was taken to comply with Visa and MasterCard regulations and the laws of several states that state that merchants may not charge a fee to the buyer for accepting credit card payments (often called a "surcharge"). Sellers may impose handling fees as long as the handling fees for transactions paid through PayPal are not higher than the handling fees for transactions paid through other payment methods.
