PayPal Bans Seller Surcharges for Accepting PayPal

PayPal has amended its Terms of Use to state that customers may not charge a fee for accepting PayPal. The action was taken to comply with Visa and MasterCard regulations and the laws of several states that state that merchants may not charge a fee to the buyer for accepting credit card payments (often called a "surcharge"). Sellers may impose handling fees as long as the handling fees for transactions paid through PayPal are not higher than the handling fees for transactions paid through other payment methods. http://www.paypal.com
