PayPal made a change to its Preferred Seller program. The Preferred Program currently gives sellers a 1.5% cashback on debit card purchases made with the PayPal ATM/Debit Card if they advertise PayPal as the only online payment option in their eBay listings. Beginning December 6th, users will only be eligible for the cashback if they have listed at least one auction in the previous three weeks.
