Reading AuctionBytes: eBay Modifies 'Personal Offer'
eBay will allow sellers to send an offer for a duplicate item to an underbidder with no extra listing fee. eBay will also allow sellers to use its Personal Offer feature immediately after a listing ends, and sellers can use the relist function even after a Personal Offer has been made. Personal Offer is a feature that enables sellers to send an email offer for a relisted item to their underbidders in the event that the transaction could not be completed with the winning bidder. The feature was introduced in August and is available in all categories except Real Estate, Live Auctions and Premier. For more information:
