Online payment service PayPal announced that starting September 25, 2003, there will be two new requirements to receive 1.5% cashback on PayPal ATM/Debit Card purchases. The new requirements are that account holders must maintain an active PayPal Premier or Business account, and they must have the PayPal Preferred on eBay preference turned on. See the PayPal site for information on all requirements for program eligibility.

PayPal Preferred on eBay is a new feature available to eBay Sellers at the end of September. This feature gives eBay sellers the ability to indicate to their buyers that they prefer PayPal. Buyers will see on the eBay View Item page and on the eBay Choose Payment Method page that participating sellers prefer PayPal.

To become PayPal Preferred, you need to be an active eBay seller with at least one auction every three weeks and make PayPal the only online payment option advertised in your auctions with logos and hyperlinks. PayPal will spot-check listings once a week. (You can still mention other online payment services in your end-of-auction email to buyers. The only requirement is that PayPal is the only online payment service advertised using logos and hyperlinks in your eBay listings.)

Current PayPal Preferred Debit Cardholders will have the "PayPal Preferred on eBay" preference turned on automatically at the end of September. Users must manually turn off the preference if desired.
