PayPal updated its User Agreement on February 13, 2004, effective the same day. It changed the Revised Buyer Complaint Policy section to highlight the requirement to file any claims within 30 days of the transaction, and to clarify the distinction between the Buyer Complaint process and credit card chargeback rights. It made other modifications to the User Agreement, see "Policy Updates" on the site.
