In mid-July, we began receiving reports from PayPal users having problems sending and receiving payments internationally. PayPal spokesperson Amanda Pires got back to us Tuesday with an explanation. "These issues resulted from a general error that likely had to do with international transactions on eBay in the send money flows. It also could have been due to a broken link in email. When clicking on the broken link it can spits back an error. All of these issues have been identified and fixed several days ago."
