Some eBay sellers experienced problems with eBay's Picture Manager, according to the eBay Systems Announcement board. For over an hour on Monday, "some members may have experienced issues using Picture Manager while listing items." The issue was deemed resolved at 2:49 pm.
eBay warned users that if they continued to experience problems, "clearing your browser cache may be a possible workaround" and pointed to
