PayPal experienced a half-hour outage on Wednesday. According to eBay's Systems Announcement Board, PayPal was unavailable from 11:34 PT to 12:07 PT on Wednesday. However, users posting on eBay discussion boards complained of problems using PayPal to pay for eBay items over the past few days.
This is the second PayPal problem acknowledged by eBay since the 4-day intermittent problem in October (http://www.auctionbytes.com/cab/abn/y04/m10/i14/s01). On November 22, PayPal payment notification emails were going out without the buyer's shipping address (http://www2.ebay.com:80/aw/announce.shtml#2004-11-22142541). Also, some users experienced intermittent site slowness and 3004 errors when attempting to send payments. Some sellers also complained shipping costs were dropped from some notification emails sent to their customers.
On Wednesday, eBay also announced that some users were experiencing intermittent issues when attempting to pay for eBay items through Checkout.
Not reported on the System Announcement Board were complaints about the "Send Invoice" feature not working.
Update: PayPal announced to developers planned maintenance for Thursday (it did not post the message on the Systems Announcement Board):
"The PayPal live site (paypal.com) is scheduled for system maintenance on Thursday, 2 December 2004, beginning at 11:00pm Pacific Time and lasting approximately 3 hours. During this time, all site functionality may be unavailable."
