PayPal announced that beginning in February, sellers will no longer be able to block customer payments funded by a credit card. Some sellers, concerned about buyers making chargebacks, refuse credit-card funded transactions, but will no longer be able to block them.

The blocking feature was part of the PayPal Payment Receiving Preferences available to Premier/Business account holders, allowing them the option to block customer payments funded by a credit card when the sender has a bank account registered with PayPal.
