eBay is running a PayPal Buyer Credit promotion. Users who sign up for PayPal Buyer Credit and make a purchase over $199 from now through October 14 make no payments until January 2006 and pay no interest if the balance is paid in full by January 2006, otherwise the variable APR as of September 1st is 22 percent. PayPal Buyer Credit is a line of credit for PayPal members offered as a way for them to make low monthly payments on PayPal purchases. See website for details and restrictions.

PayPal recently eliminated its bill-paying service. BillPay allowed users to pay bills with money in their PayPal accounts. PayPal spokesperson Amanda Pires said the program did not prove to be as popular as they had hoped. She said the resources that had been used to maintain the BillPay program, which was free for users, will be spent on other more popular programs.

Pires said that while BillPay was convenient for PayPal members with large balances in their accounts, those members can still use the PayPal debit card to pay for bills that accept credit cards for payment.
