eBay to Dip into PayPal Accounts of Deadbeat Sellers

eBay said it is making changes to its User Agreement, including the addition of a policy allowing it to collect overdue balances (more than 180 days old) from its seller's PayPal accounts. The new policy is effective immediately for new registered accounts and takes effect for users with an existing eBay account on February 1, 2006.

eBay is also adding a section outlining how, in addition to its own data, eBay might purchase information from third-party companies, such as about hobbies and interests, to better tailor the site according to member preferences.

Users who have opted out of receiving any eBay marketing mail and email will not be impacted. eBay stated in its announcement in part, "This change merely gives us access to data that is already in the public domain and in use by other companies, so we can market to you in a more relevant way when you have your marketing preferences set to "yes.""
