eBay reported that for a few hours on Monday, sellers listing with tools that use the API experienced intermittent errors when attempting to list. eBay pronounced the problem resolved on Monday at 10:10 pm PST (http://www2.ebay.com/aw/core/200601232209501.html).
eBay also announced that PayPal is experiencing a technical issue that causes some confirmed addresses to appear as unconfirmed to eBay buyers and sellers (http://www2.ebay.com/aw/core/200601241724001.html). Sellers who have set their preferences to block payments from buyers with unconfirmed shipping addresses were encouraged by eBay to turn this preference off temporarily to avoid blocking payments erroneously until the issue is resolved.
In a few cases, sellers may receive payments that do not include the buyer's shipping address. To expedite the transactions, eBay encouraged sellers to email buyers directly to get the shipping address.
Shipping to a confirmed address is one of the requirements for a transaction to qualify under the Seller Protection Policy (SPP). eBay said PayPal would treat eBay transactions occurring from 1/21 until this issue is fixed as eligible for SPP even if the shipping address is, or appears to be, unconfirmed. Sellers must still meet all other conditions of SPP, including the policy’s proof of delivery requirement.

Meanwhile, Yahoo posted an announcement that its auction service experienced a service disruption on Tuesday morning from 7-9 am PST due to a hardware problem that has since been resolved.
