eBay is letting US sellers get visibility on eBay's UK marketplace as part of a 4-day promotion. The International Site Visibility upgrade lets sellers reach buyers in the UK (listings show up in search results on eBay.co.uk) for an additional fee of between 10 and 40 cents, depending on the item's starting price. During the promotion, which runs from July 1 - 4, 2008, sellers can upgrade listings with the feature for 5 cents.
Note that eBay did not specify whether sellers must accept PayPal on those listings; eBay UK requires sellers to accept PayPal in their listings.
