eBay spokesperson John Pluhowski said the new Buyer Protection section was essentially ported over from PayPal and contained new information about asking a sellers for an additional payment on file. He said, "In the current case, PayPal can actually take accounts negative and latch on to the funds so that they can get the money back on any future transactions. In the new eBay process, if we're not able to reverse the funds with PayPal, we're going to be asking the seller to provide a credit card."

eBay made changes to its User Agreement in the wake of its "SR2" announcements on July 27th. The main change is around eBay's new Buyer Protection policy as it moves dispute resolution from PayPal to eBay and begins covering all purchases. It also modified its Content policy to account for its new Photo/Product Catalog provision announced last month.
