eBay's new Seller Dashboard experienced an outage on Thursday morning. From eBay's System Announcement Board at 7:18AM PST/PT:

Sellers who have access to Seller Dashboard are unable to use it as this time. They may see an error that the feature is not available. We are working to restore this feature as soon as possible.

eBay recently introduced the dashboard to give sellers more information about their performance, which is now tied to discounts and search rankings.

eBay also posted an announcement Thursday evening reporting its help search and "Contact Us" link functions were not working (http://www2.ebay.com/aw/core/200805291847181.html).
