Dear Auctionbytes posters,
I am an Australian eBayer and Paypal user.
A buyer optioned to use Paypal as a payment method to purchase an item from me via the eBay auction site.
The buyer then filed a claim against me on the Paypal site because they claimed that they did not receive the item in the mail.
I have proof that the item was sent and received by the buyer in the form of a registered post form which has been stamp dated by Australia post.
I placed the registered post tracking no.rp34942862 on the paypal site resolution centre section during Paypal's investigation into the case no.PP-400-897-853.
Paypal then proceeded to close the case in favor of the buyer (Paypal also refunded the buyer by freezing and extracting funds from my account)due to insufficient information on the seller's behalf at which point I called Paypal on 1800 073 263 to which the customer support advised me that the tracking number I provided could not be tracked.
So I then phoned Australia post on 131318 to verify the registered post no. rp34942862. To which their customer support advised me that the item had arrived at the buyers P.O. box address at 1:17pm on the 24th of Dec 2007 and the buyers residential address had also been carded. Australia post also advised me that registered post numbers cannot be tracked online and that you must call Australia post to receive tracking information.
I then called Paypal again and told the customer support to advise their investigation team that Auspost registered post numbers can only be tracked over the phone by calling 131318 and speaking with a consultant. To which the investigation team adhered to and the case no. PP-400-897-853 was reopened and I the seller was able to appeal the case.
Paypal then closed the case in my favor, but I was too late because Paypal had already refunded the buyer and I was left with negative funds in my Paypal account after having paid paypal fees and now on top of that, refunding a fraudulent buyer.
Paypal then told me that they will send the buyer an email in hope they will refund the funds back to me. They also told me that the case was now closed so Paypal can do nothing more about it.
Paypal also informed me that if a tracking number is not traceable online, therefore Paypal investigators do not have enough man power to call up companies such as Australia post to make an investigation.
So now my Paypal account is displaying negative funds due to the fact Paypal have let a fraudster get away with their original intention.
I have now sent all the above details and evidence to the Banking and Financial Services ombudsman in hope they can help me out. You can also contact them via the below link if you have a similar issue with paypal or any other major company involved in dishonest dealings.

call up paypal and tell them you will contact better business bureau and they will give u ur money back.
